MWESB Program Multnomah County is committed to providing equal opportunity and encourages Minority, Women and Emerging Small Business (MWESB) firms and Disadvantaged Business Enterprises (DBE) to compete for contracting opportunities. Periodic workshops and presentations on "How to Do Business with the County" are designed to provide assistance, advice on marketing, and Bid/RFP/Quote procedures. Firms must be certified with the State of Oregon OMWESB (linked below) to be eligible to get solicitations for Public Works projects under that program. State Certified MWESB firms are included in quotation opportunities and are given fair and equal consideration for contract awards.
Qualified Rehabilitation Facilities (QRF) Program
Qualified Rehabilitation Facilities which provide opportunities for people with disabilities are exempt from competitive bidding pursuant to ORS 279A.025(4). A fair market price is established for products and services available for purchase. Multnomah County designates certain purchases to QRFs. Other laws pertaining to QRF vendors may be found in ORS 279.835 - 279.855.
Good Faith Effort (GFE)
The Good Faith Effort Programs require prime contractors to make an effort to provide subcontracting opportunities to certified Minority-owned, Women-owned or Emerging Small Business (MWESB) firms. The prime contractor is required to contact certified firms by fax or letter and phone for those divisions of work specified by the County as part of the Good Faith Effort requirements. Efforts to contact and work with certified firms must be documented for the County to review compliance. The program is overseen by the City of Portland.
